Proposition 2 — rainy day fund Published

YES raises the state rainy day fund limit, changes deposit rules and extends extra debt payments. NO keeps the current state reserve and extra debt-payment rules.

Proposition 3 — permanent high-income tax Published

YES keeps the existing higher income-tax rates on high earners after their scheduled end in 2031. NO leaves those higher tax rates scheduled to end after 2030.

Proposition 4 — public campaign finance Published

YES lets state and local governments create public funding programs for candidates under funding restrictions. NO keeps the ban on public candidate funding for the state and most local governments.

Proposition 5 — recall process Published

YES removes the replacement contest from state recall ballots and fills vacancies through succession, appointment or a later election. NO keeps the recall vote and replacement contest on the same state recall ballot.

Proposition 37 — new-home buyer loans Published

YES creates bond-funded down-payment loans for eligible middle-income buyers of new homes. NO rejects this new state-backed homebuyer loan program.

Proposition 38 — immunology research bonds Published

YES lets the state borrow $8.4 billion for immunology research, with half reserved for one UC-affiliated nonprofit institute. NO rejects this $8.4 billion research bond.

Proposition 39 — voter identification Published

YES requires government-issued identification to vote in person, the last four digits of an ID number on mail ballots, and official checks that registered voters are citizens. NO keeps the current voter identity and mail-ballot signature checks.

Proposition 40 — billionaire wealth tax Published

YES imposes a one-time 5% tax on certain billionaires' assets to fund health care and other services. NO rejects this one-time tax on billionaires' wealth.

Proposition 41 — tax audits and spending cap Published

YES adds audits of special-tax programs and restricts excluding new special-tax spending from the state spending limit. NO keeps the current state audit duties and spending-limit rules.

Proposition 42 — personal-property and retroactive tax ban Published

YES bans new state personal-property taxes and certain state taxes that apply retroactively. NO keeps the state's current power to enact those taxes.

Proposition 43 — local special-tax threshold Published

YES requires two-thirds voter approval for local special taxes proposed by petition starting in 2027. NO keeps majority approval for local special taxes proposed by petition.

Proposition 44 — community clinic spending Published

YES requires covered nonprofit community clinics to spend at least 90% of revenue on defined health-care-related services. NO keeps the current rules without this new 90% spending requirement.

Proposition 45 — environmental review Published

YES shortens environmental review and changes court challenges for covered housing, infrastructure and other projects. NO keeps the current environmental-review and court-challenge rules.
