His company RCS Harmony Partners owns the HGVS site — 453 homes proposed at the end of a two-lane road in a fire zone. $170K in bipartisan donations while the project was pending. RCS attempted an $850K 'voluntary donation' to the fire district that would testify on the project's safety. The community killed it in four hours.
