Timeline
Wins City Council District 5. Von Wilpert wins the District 5 seat, the first Democrat to hold it in decades, taking the general with 53.2%. Her 2020 city campaign reports ~$649K raised across 3,728 individual contributions; developer-linked money is ~$49,000, about 7.5% of the total. A separate city eFile record reports ~$677K raised with ~$39,100 in party-committee contributions.
The SDG&E franchise vote. Von Wilpert votes yes on a 20-year franchise agreement with SDG&E (a Sempra Energy subsidiary) in a 6–3 council vote. (The franchise vote is the output end of the Sempra channel below.)
Files for State Senate SD40. Von Wilpert files committee paperwork for SD40 (FPPC committee ID 1469103) to succeed termed-out Republican Brian Jones.

CA Government Code 89519 permits surplus state campaign funds to be used for political contributions, while FEC regulation 11 CFR 110.3(d) bars a federal committee from accepting a state-to-federal transfer — so the senate war chest cannot be moved into the congressional committee.
Bonderman bundling. Three members of the Bonderman family (heirs of TPG Capital co-founder David Bonderman) each gave $7,000 — $21,000 total — to Von Wilpert for Congress. FEC records show the same three donors gave on the same two December dates to at least five other Democratic candidates; one family member, Django Bonderman, gave over $130,000 across 39 committees in the 2026 cycle. AIPAC-affiliated United Democracy Project spent $3.5M+ on the Illinois 7th District race and zero on CA-48. The Sempra channel
The single documented money-to-vote chain in the report runs through the county party committee — the same channel reported in The Gloria Files.
